Program Elements

Incentive agreements will prioritize sustained, full-time job creation, in addition to capital investment, at better-than-living wage rate for Kern County.
The program provides maximum flexibility in pursuing opportunities with performance-based incentives and quantitative thresholds tested for accountability.
All assessed values are subject to appraisals completed by the Kern County Assessor's Office.
The plan eliminates all caps and special terms on potential sales tax, use tax, and property tax rebates. In addition, the program adds transient occupancy tax rebates.
The list of targeted industry clusters has expanded to include: e-commerce, destination retail and “other projects of economic significance".
Annual property taxes must be paid in full before an incentive rebate will be distributed.
New business ventures will be reviewed on a case-by-case basis to best meet County objectives.
